RECOMMENDATION GC-90-2001:

That the existing speed limit of 70 km/h (43 mph) along Steeles Avenue between Kennedy Road and Hurontario Street be maintained;

And further, that signage in the area be enhanced to bring a greater awareness of pedestrian activity and provide motorists with additional warning of signalized intersections in the area;

And further, that a fully protected eastbound advance left turn phase be provided at the intersection of Steeles Avenue at Kennedy Road;

And further, that a fully protected eastbound advance left turn phase be reviewed at the intersection of Steeles Avenue, Hartford Trail and Orchard Drive;

And further, that the City of Brampton be requested to construct a sidewalk along the west side of Orchard Drive in order to have the pedestrian crossing moved to the west side of Hartford Trail and Orchard Drive, and that a "Pedestrian Push Button" be located on the northwest corner of Orchard Drive and Steeles Avenue and southwest corner of Hartford Trail and Steeles Avenue when the sidewalk is constructed;

And further, that the "Pedestrian Push Button" located on the north-east corner of the intersection of Steeles Avenue at Hartford Trail/Orchard Drive be relocated to a position that is of greater convenience for pedestrians wishing to cross Steeles Avenue;

And further, that the School Board be requested to bus students to William A. Davis from the residential area south of Steeles Avenue;

And further, that the Brampton Safety Council be requested to investigate reinstating Crossing Guards to the area;

And further, that the City of Brampton Safety Council be so advised.

Debbe Crandall suggested that a report be forwarded to the Province of Ontario outlining the approaches taken by the Region of Peel to Planning in Caledon within the Oak Ridges Moraine area. Debbe Crandall advised that engaging the Province back into Planning on the Oak Ridges Moraine and seeking funding for stewardship programs are essential. She undertook to provide a copy of the amendments to the Advisory Panel's recommendations prior to the September 13, 2001 Regional Council meeting.

Committee requested the delegation to put forward a proposal to the Province to hold a portion of the public hearings in areas that contain the Oak Ridges Moraine.

PW-A2. Rehabilitation of the Mount Charles Bridge on Derry Road, Project No. 00-4820 - City of Mississauga, Ward 5

RECOMMENDATION GC-95-2001:

That the contract for the Rehabilitation of the Mount Charles Bridge on Derry Road, City of Mississauga, Ward 5, be awarded to Soncin Construction in the amount of $504,201.40 (excluding taxes) under Project No. 00-4820;

And further, that additional funds in the amount of $327,000, be provided from Capital Budget Item 01-4000, to be financed from the Capital Financing Stabilization Reserve for Project 00-4820;

And further, that authorities be given to increase/extend this contract for additional requirements by 20% to a maximum of $100,000 to the lowest Vendor for contingencies and unforeseen site works, where actual requirements exceed the estimates to the limits allowed by the Purchasing By-laws;

And further, that the required documents be executed by the Region's duly authorized signing officers.

PW-A3. Rehabilitation of the Charleston Sideroad Bridge Over the CPR, Project 00-4840 - Town of Caledon, Ward 1

RECOMMENDATION GC-96-2001:

That the contract for the Rehabilitation of the Charleston Sideroad Bridge over the Canadian Pacific Railway (CPR), in the Town of Caledon, Ward 1, be awarded to Bob Hendricksen Construction in the amount of $485,995 (excluding taxes) under Project No. 00-4840;

And further, that additional funds in the amount of $259,000, be provided from Capital Project 00-4610, resurfacing of Highway 24 (Charleston Sideroad) from Highway 10 to Winston Churchill Boulevard, Town of Caledon from the Capital Financing Stabilization Reserve for Project 00-4840;

PW-B1. 2001 Peel Children's Water Festival (PCWF)

RECOMMENDATION GC-97-2001:

That Peel Children's Water Festival (PCWF) co-ordination be shared between the Departments of Health, Planning and Public Works with support from Communication Services, and that Planning assumes the role of Festival Chair in 2002;

And further, that PCWF continues to be funded through the account WP00100;

And further, that a full-time Festival Co-ordinator be considered during 2002 budget deliberation to ensure continuity in the absence of the Chidren's Water Institute (CWI), and efficient improvement as PCWF continues to grow under the Region of Peel's direction;

And further, that new Activity Centres be created to highlight Peel's unique water systems.

PW-C. Water and Wastewater Treatment

PW-C1. Wastewater Odour Update at the Lakeview Wastewater Treatment Facility

PW-C2. Lakeview Wastewater Treatment Facility, Odour Control Solutions

RECOMMENDATION GC-98-2001:

That funding in the amount of $8,500,000 be allocated from the Capital Financing Stabilization Reserve to Project No. 99-2970 for engineering, purchasing and installation of two dewatering centrifuges and two sludge cake pumps, in order to minimize odour generation at the Lakeview Wastewater Treatment facility;

And further, that KMK/Black & Veatch Consultants (Peel Biosolids Team) be retained to complete the engineering and contract administration for the installation of the dewatering centrifuges, sludge cake pump and housing facility at a total cost of $850,000 exclusive of all applicable taxes;

And further, that the Peel Biosolids Team be awarded the General Contractor for construction and installation of the necessary equipment to minimize odour generation;

And further, that Alfa-Laval be awarded the contract for supply and installation of two dewatering centrifuges in accordance with proposal 2001-265P at a total cost of $2,172,204;

And further, that Schwing America be awarded the contract for supply and installation of two sludge cake pumps in accordance with proposal 2001-267P at a total cost of $1,172,960;

And further, that in order to meet the short time frame for installation of equipment by Spring 2002, purchases of all additional goods and services related to the management of odours at the Lakeview Wastewater Facility, may be made by direct negotiation authorized by the Purchasing Manager;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

The Commissioner of Public Works was requested to investigate alternate sites for hauling and treating sludge and report back to a future General Committee meeting with possible solutions.

The Commissioner of Public Works was directed to proceed with final negotiations on the Peel/York Water Servicing Agreement unencumbered with odour issues. The Commissioner of Public Works was requested to report back with conditions, to the satisfaction of Council, ensuring that water ban issues are addressed in Water Servicing Agreements. The Commissioner of Public Works undertook to report back on both issues.

PW-C3. Region of Peel Water Restriction

The Commissioner of Public Works undertook to communicate to residents the process involved in the sale of water to other parties and the supply and demand of water in the Region of Peel.

The Commissioner of Public Works advised that he is developing a communications plan for water restrictions. Staff was requested to send copies of the communication to Regional Councillors.

The Commissioner of Public Works was requested to report to General Committee on the availability of water to the residents and businesses of Peel, in view of the proposed Water Servicing Agreement with York Region, and the impact to the Region of York should Peel impose future watering restrictions.

Councillor McCallion earlier requested a copy of the Peel/York Water Servicing Agreement prior to the September 13, 2001 Regional Council meeting.

That the encroachment on Steeles Avenue, being landscaping and shrubbery at 2645 Steeles Avenue in the City of Brampton, be permitted in accordance with the terms and conditions in the Encroachment Agreement dated the 25th day of July, 2001 between The Regional Municipality of Peel and Imperial Oil Limited;

And further, that all documents relating thereto or required to complete this transaction be executed by the Regional Corporation's duly authorized signing officers;

And further, that the necessary by-law be presented to Regional Council;

And further, that the Office of the Regional Solicitor be authorized to affix electronically the signatures of the Regional Solicitor and the Regional Clerk to those documents required for title registration purposes.

SOCIAL SERVICES

HS-A. Ontario Works in Peel

HS-A1. Ontario Works Activity Update

RECOMMENDATION GC-102-2001:

That the Regional Chair forward a copy of the report of the Commissioner (Interim) of Social Services, dated July 24, 2001, titled "Ontario Works Activity Update" to the Minister of Community and Social Services and the local MPPs;

And further, that the $1,892,500 in 100% provincial funds awarded to Peel for exceeding the Provincial Community Placement targets be placed in Reserve R1264 established last year for that purpose;

And further, that each year, as part of the annual budget process, staff present recommendations for the use of Reserve R1264 to support the delivery of Ontario Works in Peel.

HS-A2. Impact of Management of Immigration System

RECOMMENDATION GC-103-2001:

Whereas the Region of Peel is a community of choice for many immigrants;

And whereas the management of the federal immigration system has a significant financial impact on the Region of Peel, it is recommended:

That the Chair request a meeting with the Federal Minister of Immigration to discuss:

The Region of Peel's support for the changes to the Immigration legislation proposed in Bill C-11 that are designed to reduce the incidence of sponsorship breakdown and to speed up the refugee determination process;

The Federal Government's responsibility for 100% of any social assistance costs resulting from its Sponsorship Program and its refugee determination processes;

The use of federally funded immigrant settlement programs by refugee claimants while their refugee claims are being processed;

Federal government funding of a mediation program to assist sponsored immigrants and their sponsors resolve issues and reduce the incidence of sponsorship breakdown;

Federal government funding for foreign-trained professionals, whose skills/trades are needed in the Canadian economy who require additional training to attain the necessary accreditation required by Canadian standards;

And further, that the Regional Chair request the Provincial Minister of Community and Social Services to petition the Federal Minister of Citizenship and Immigration to support Peel's recommendations;

And further, that a copy of the report of the Commissioner (Interim) of Social Services, dated July 27, 2001 titled "Impact of Management of Immigration System be sent to the Minister of Community and Social Services, all GTA MPs and MPPs, Boards of Trade, Peel Multicultural Council, Multicultural Inter-Agency Committee (MIAG), Inter-Cultural Neighbour Social Services (ICNSS) and Resident Associations.

Councillor Begley welcomed Dr. Howard Shapiro, the new Associate Medical Officer of Health, to the Region of Peel.

And further, that a copy of the report of the Commissioner of Health and the Medical Officer of Health dated August 22, 2001, titled "Healthy Babies Healthy Children Service Changes" be forwarded to the Premier of Ontario, the Minister of Health and Long-Term Care and local Members of Provincial Parliament.

Update on the West Nile Virus (Oral)

The Associate Medical Officer of Health provided General Committee with an update on the West Nile Virus. He stated that to date, ten birds had tested positive with the virus in Peel - nine in the City of Mississauga and one in the City of Brampton. The Associate Medical Officer of Health assured General Committee that no human cases had been reported in Peel, the risk to people remains low and that the population of mosquitoes is decreasing due to seasonal change.
