RECOMMENDATION GC-185-2002:

That in view of police costs being a major impact on the Regional Budget as a whole, it is essential that our Police Force is equipped to handle the growth in the City of Mississauga and the City of Brampton;

Therefore be it resolved, that the Region of Peel, in commenting on development applications to the Area Municipalities, report on the impact of the Police Budget such as indicating police requirements regarding staff.

And further, that all documents relating thereto or required to complete this transaction be executed by the Regional Corporation's duly authorized signing officers;

And further, that the necessary by-law be presented to Regional Council.

HO-D2. Road Closing and Conveyance of Lands, Ebenezer Road and Regional Road 50 Intersection - City of Brampton, Ward 10

RECOMMENDATION GC-189-2002:

That the lands described as Part of Lot 5 and 6, Concession 10, Northern Division, City of Brampton, Regional Municipality of Peel, and more particularly described as Parts 1, 2, 3, 4, 13, 14, 15, 16, and 20 on Reference Plan 43R-24888, be stopped-up, closed and deprived of its character as public highway or street;

And further, that the necessary by-law be presented to Regional Council for first and second readings;

And further, that the notice of the proposed by-law and proposed conveyance of land be advertised in a local newspaper once a week for four successive weeks, the cost of which is to be borne by Project Number 99-7810;

And further, that upon completion of the advertising, the by-law be referred back to Regional Council for a third and final reading.

RECOMMENDATION GC-190-2002:

That the lands described as Part of Lot 5 and 6, Concession 10, Northern Division, City of Brampton, Regional Municipality of Peel, and more particularly described as Parts 1, 2, 15, 16, and 20 on Reference Plan 43R-24888, be declared surplus to the needs of the Regional Corporation.

RECOMMENDATION GC-191-2002:

That upon finalization of the lands described as Part of Lot 5 and 6, Concession 10, Northern Division, City of Brampton, Regional Municipality of Peel, and more particularly described as Parts 1, 2, 15, 16, and 20 on Reference Plan 43R-24888 being declared surplus, the lands be transferred to 1238018 Ontario Limited in exchange for the transfer by 1238018 Ontario Limited to the Region and the City of the lands comprising the new Ebenezer Road allowance;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers;

And further that the Office of the Regional Solicitor be authorized to complete the transaction, including the execution of all Affidavits, Statutory Declarations and Undertakings required.

RECOMMENDATION LTCSC-8-2002:

That the 2003 Capital Projects identified in the 10-Year Capital Plan be included in the 2003 Capital Plan for Regional Council consideration;

And further, that Regional Council endorse the 10-Year Capital Plan in principle; and the removal of the proposed sixth long-term care facility;

And further, that the Halton Peel District Health Council be requested to provide an update on the supply and demand of long-term care beds in Peel over the next 10 years.

And further, that McCormick Rankin Corporation continue to be retained for the expanded level of contract administration and inspection services for the widening of Queen Street from West Drive to Airport Road and Dixie Road from Hillside Drive to Clark Boulevard in the amount of $800,000 (exclusive of G.S.T.), under Project Number 01-4030;

And further, that the required documents be executed by the Region's duly authorized signing officers.

RECOMMENDATION GC-196-2002:

That the consulting engineering firm Giffels Associates Limited be retained to provide detailed design, contract administration and construction supervision services for the widening of Airport Road from Bovaird Drive to Countryside Drive at a total estimated cost of $1,143,000 (excluding GST), under Project Number 01-4035;

And further, that the required documents be executed by the Region's duly authorized signing officers.

PW-A3. Class Environmental Assessment for the Widening of Regional Roads: a) Mayfield Road, Project Number 02-4375 - City of Brampton, Wards 2 and 10, and Town of Caledon, Ward 2 , and b) Britannia Road, Project Number 02-4360 - City of Mississauga, Wards 5 and 6

RECOMMENDATION GC-197-2002:

RECOMMENDATION GC-198-2002:

That the engineering consulting firm, Totten Sims Hubicki Associates, be retained to conduct the required expanded work program, including preliminary detail design to address the concerns and requests for additional work from Credit Valley Conservation (CVC), the City of Mississauga and the public consultation process, during the extended public review period, as directed by Regional Council;

And further, that the engineering consulting firm, Totten Sims Hubicki Associates, be retained to respond to all Part 2 Order Requests ('bump-ups') received from the public and government agencies in response to the filing of the Credit Valley Sanitary Trunk Sewer Extension Environmental Study Report (ESR);

And further, that the necessary funds for Project Number 00-2910, in the amount of $321,000 be provided from Capital Budget Item 02-2000, to be financed from the Capital Financing Stabilization Reserve;

And further, that Public Works staff report final recommendations to Regional Council for the Credit Valley Sanitary Trunk Sewer Extension Alignment in January 2003;

F2. Resolution from Councillor Hazel McCallion regarding GTA Pooling for Social Services and Social Housing

RECOMMENDATION GC-202-2002:

Whereas on January 1, 1998, the Provincial government required all municipalities in the Greater Toronto Area (GTA) to share the cost of providing social services in the new City of Toronto;

And whereas this "pooling" has meant that $66 million has been collected with Peel Region on an annual basis to support the provision of social services and social housing in the City of Toronto;

And whereas the City of Toronto continues to experience problems related to amalgamation;

And whereas the future costs associated with pooling are unknown and change from year to year;

And whereas the Region of Peel is experiencing budget problems associated with providing its own level of social services, social housing and policing along with other regional services;

And whereas the Fair Share for Peel report clearly shows that Peel is grossly under funded for its own social services and social housing;

And whereas there is no accountability for the spending of the tax dollars from the tax payers of Peel to the City of Toronto in the existing "Pooling" programme;

And whereas the funding of social services and social housing is a provincial responsibility that should be funded through the redistribution of the many sources of provincial revenues;

And whereas municipalities have only one real source of revenue, that being the property tax;

And whereas municipalities require all of their property tax and assessment revenue to meet their own financial pressures as the cost of services continues to increase;

And whereas the taxpayers of the Region of Peel cannot afford to continue to provide funding for services in the City of Toronto at the expense of their own unserviced needs;

Therefore be it resolved that the Council of the Region of Peel ask the Provincial government to discontinue pooling the City of Toronto social service and social housing costs across the GTA municipalities;

And further, that the Provincial government assume the full responsibility for funding the cost of social services throughout the entire province;

And further, that the subject resolution be circulated to the City of Toronto, GTA Regions and area MPPs.
