C. APPROVAL OF AGENDA

RECOMMENDATION GC-1-2009:

That the agenda for the February 5, 2009 General Committee meeting be amended to refer Other Business – Item F1 to the February 12, 2009 Regional Council meeting;

And further, that the agenda for the February 5, 2009, General Committee meeting be amended to withdraw Items Related to Management – Item MA-A1;

And further, that the agenda for the February 5, 2009, General Committee meeting be approved, as amended.

Councillor Thompson, Chair, Government Relations Committee (GRC) advised that GRC members will be meeting with various Provincial Ministers during the 2009 Rural Ontario Municipal Association (ROMA) conference from February 22 to 25, 2009 to discuss key issues affecting Peel, including goods and services movement and protection of transportation corridors; youth violence; mental health; immigration, and; social housing. To date, meetings have been scheduled with Sandra Pupatello, Minister of International Trade and Investment; George Smitherman, Minister of Energy and Infrastructure; Jim Watson, Minister of Municipal Affairs and Housing; Michael Chan, Minister of Citizenship and Immigration; Madeleine Meilleur, Minister of Community and Social Services, and; David Caplan, Minister of Health and Long Term Care. Councillor Thompson encouraged Members of Regional Council to advise Curry Clifford, Director, Strategic Innovation and Policy if they would like to attend the meetings with the Ministers.

Councillor Thompson further encouraged General Committee section Chairs and Vice Chairs to seek the assistance of the Government Relations Committee to advocate with the provincial and federal governments on issues pertaining to their sections and reminded members of General Committee that GRC meetings are open to any member who wishes to attend.


D. DELEGATIONS/PRESENTATIONS

D1. Jin Wang, Project Coordinator, Ministry of Transportation Ontario (MTO) and Neil Ahmed, Consultant Project Manager, McCormick Rankin Corporation, Providing an Overview of the Progress of the Environmental Assessment (EA) for the Greater Toronto Area (GTA) West Corridor

Councillor Parrish arrived at 9:47 a.m.

Jin Wang, Project Coordinator, Ministry of Transportation Ontario (MTO) and Neil Ahmed, Consultant Project Manager, McCormick Rankin Corporation advised that the purpose of the GTA West Corridor Environmental Assessment is to examine the long-term transportation problems and opportunities and consider alternatives to provide better linkages to Urban Growth Centres within the GTA West Corridor. The focus of the Assessment is on the movement of people and goods within and through the study area by all modes. It was noted that currently, parts of the transportation system are at or beyond capacity and that future inter-regional transportation demand is forecasted to exceed capacity. There is also limited integration between local and inter-regional transit services.

Neil Ahmed outlined some of the challenges and initiatives involved with the assessment, including:

• the need to address immediate local planning needs and development pressures;
• the need to uphold the integrity of the planning and environmental assessment process;
• working with provincial Ministries and municipalities to explore strategies to retain corridor opportunities;
• a review of land use control tools and options, and;
• the need to continue to work with municipalities to identify and refine strategic, critical locations (areas of interest).

The next steps, following consultation sessions, will confirm criteria for assessing transportation system alternatives and the development and evaluation of transportation system alternatives.

Councillor Thompson inquired if there are any plans to link western Ontario transportation corridors with Canadian border routes, noting that the facilitation of movement of goods by rail or road are of interest to municipalities and was advised that the MTO is aware of the need for corridors that link the Greater Toronto Area with border crossing points.

Councillor Thompson asked if efforts are being made to avoid planning corridors through the provincial greenbelt. Jin Wang confirmed that the current areas of interest are outside of the greenbelt however, transportation infrastructure development within the greenbelt would be allowed if there are no other suitable alternatives.

Councillor Thompson stated the importance of MTO working closely with municipalities throughout the process to enable municipalities to make wise decisions regarding industrial growth in their communities.

Councillor Whitehead noted that at a previous meeting, Bolton was identified as a significant transportation corridor pinch-point and the MTO was requested to recommend a resolution for that portion of the corridor within two years, instead of waiting for the completion of the entire process which is expected to take four years. Councillor Whitehead asked if that direction had been undertaken. He was advised that Ministry staff will identify and evaluate alternatives for route planning.

Councillor Morrison stressed the importance of a speedy process to address identified pinch- points, noting that the Town of Caledon will be dealing with planning decisions that would be impacted by a transportation corridor. She emphasized that municipalities would like to work in partnership with the Province however, the municipal planning processes move quicker than the provincial process.

Regional Chair Kolb asked if there had been any further discussions between the federal and provincial governments with respect to improvements to the highway 401 corridor from Windsor to Quebec City, noting it was his understanding that Quebec had already completed its process. Jin Wang undertook to investigate and advise of the status.

Councillor Whitehead inquired if the GTAW-W routing study could be undertaken concurrently with the GTAW-W transportation study, subsequent to the determination of corridor pinch-points. Councillor Whitehead was advised that MTO intends to utilize such an approach.

Councillor Whitehead requested that the Commissioner of Environment, Transportation and Planning Services prepare a report and recommendation for consideration at the February 12, 2009 Regional Council meeting, requesting that the province expedite the EA process for the GTA-West (GTAW-W) Corridor in light of escalating development pressures; that the province make better use of its authority to protect corridors, and; that a GTAW-W team, in collaboration with affected municipalities, be established to define and narrow down the GTAW-W pinch-points.

D2. Inspector Lee Weare, Peel Regional Police, Presenting Information Regarding Doda/Dode Narcotic Use in Peel

Inspector Weare, Peel Regional Police – Morality Bureau, provided an overview of how Doda/Dode is produced. Doda/Dode is produced from the Opium Poppy flower after the majority of opium is removed, leaving the poppy pods and husks. These pods and husks are not illegal under Canadian law as they are classified as a flower. Doda/Dode is produced by grinding the pods and husks into a fine powder. The derivates, alkaloids and salts contained in the powder including opium, codeine and morphine are a controlled substance under Section I of the Controlled Drugs and Substance Act. The effect of the substance stays in the system for up to eight hours. Doda/Dode can become addictive and people who stop using the product suffer severe withdrawal symptoms which may include leg and abdominal cramps; vomiting; headaches; insomnia and anxiety.

Inspector Weare reported that a recent police investigation concluded with trafficking in Doda/Dode charges being laid. It is the first case in Canada dealing with trafficking in Doda/Dode, and is likely to establish case law.

Councillor Sprovieri thanked Inspector Weare for the presentation and recognized Brampton City Councillor, Vicky Dhillon for the work he has done to raise awareness of the prevalence of Doda/Dode.

Councillor Sprovieri asked if there is a Peel Regional Police unit to investigate cases related to Doda/Dode and was advised by Inspector Weare that there is a unit that deals specifically with Doda/Dode cases and that there are a number of investigations currently in progress.

Councillor Moore recognized the efforts of Brampton City Councillor Vicky Dhillon for raising public awareness of the use of Doda/Dode in Peel Region.

Councillor Moore asked what steps have been taken to educate the public about the Doda/Dode issue. Inspector Weare reported that Peel Regional Police have issued a number of media releases on the issue and have incorporated information within drug awareness programs in area schools.

Councillor McFadden requested that members of Regional Council be provided with written information regarding Doda/Dode that could be used to raise awareness in their communities. Inspector Weare undertook to provide Doda/Dode awareness materials to Regional Councillors.

HE-A1. Funding For Diabetes Projects

RECOMMENDATION GC-2-2009:

That the Medical Officer of Health be authorized to execute service agreements with the Ministry of Health Promotion (MHP) whereby MHP would fully fund Peel Public Health with up to $350,000 for January to March, 2009 and $800,000 from April, 2009 to March, 2010 to deliver two diabetes projects, one involving workplaces, the other the South Asian community;

And further, that the addition of six contract employees and ten part-time Peer Health Educators to implement the projects, fully funded by MHP, be approved;

And further, that the 2009 Peel Public Health budget be adjusted to reflect the approval of program costs and funding.

RECOMMENDATION GC-4-2009:

That Document 2007-822N awarded to KPMG LLP for Indirect Tax Recovery Services be increased in the amount of $65,664 for a revised total commitment to $283,106 (excluding applicable taxes) being the most cost-effective solution in accordance with Purchasing By-law 63-2008.

MA-B3. Delegation of Tax Ratio Setting Authority

RECOMMENDATION GC-5-2009:

That the delegation to the lower-tier municipalities of the tax ratio setting for both lower-tier and upper-tier purposes for 2009, as authorized under s.310 of the Municipal Act, be approved;

And further, that the necessary by-law be presented to Regional Council for enactment;

And further, that the Minister of Municipal Affairs and Housing be requested to make a regulation designating the Region of Peel as a delegated municipality for 2009.

MA-B4. Proposed Accessible Information and Communication Standard - Accessibility for Ontarians with Disabilities Act, 2005 (AODA)

RECOMMENDATION GC-6-2009:

That Appendix I of the report of the Acting Chief Financial Officer and Commissioner of Corporate Services, dated January 27, 2009 titled, “Proposed Accessible Information and Communication Standard – Accessibility for Ontarians with Disabilities Act, 2005 (AODA)” be forwarded to the Ministry of Community and Social Services - Accessibility Directorate of Ontario, for consideration as part of the public consultation process by the Accessibility Standards Committee.

MA-B5. Interim Decision of the Assessment Review Board in the Bank Towers Case, and Its Impact on the Region of Peel

RECOMMENDATION GC-7-2009:

That the appeal by the Municipal Property Assessment Corporation and the City of Toronto of the interim decision of the Assessment Review Board in the “Bank Towers” case, be endorsed;

And further, that the Association of Municipalities of Ontario request for the Provincial Government to implement any statutory or regulatory amendments necessary to ensure that the current property assessment practices in Ontario prevail, be supported;

And further, that a copy of the report of the Regional Solicitor and Director of Legal and Risk Management and the Acting Chief Financial Officer and Commissioner of Corporate Services, dated January 27, 2009, titled “Interim Decision of the Assessment Review Board in the Bank Towers Case, and Its Impact on the Region of Peel” be circulated to the Association of Municipalities of Ontario; the Municipal Property Assessment Corporation; the City of Toronto; the Premier of Ontario; the Minister of Finance and all Peel-area MPPs.

RECOMMENDATION GC-8-2009:

That staff be authorized to enter into an agreement with Rogers Television for the broadcasting of Regional Council meetings on Rogers Community Television (Cable 10);

And further, that the required documents be executed by the duly authorized signing officers of the Regional Corporation.

MA-C2. Customer Service Integration Functional Analysis and Process Mapping Consulting Services, Document 2008-743P

RECOMMENDATION GC-9-2009:

That Document 2008-743P for the Customer Service Integration Functional Analysis and Process Mapping Consulting Services be awarded to KPMG LLP in the estimated amount of $343,893 (excluding applicable taxes), being the most cost-effective solution in accordance with Purchasing By-law 63-2008.

RECOMMENDATION GC-11-2009:

That the Memorandum of Understanding in form and content substantially as attached as Appendix I to the report of the Chief Administrative Officer, dated January 14, 2009, titled “Peel/Halton Boundary Re-alignment” between the City of Mississauga, the Town of Milton and the Regions of Halton and Peel, be executed by the duly authorized signing officers of the Regional Corporation;

And further, that an ad hoc Committee consisting of the Chief Administrative Officer, or their staff, of the four municipalities be established to direct the project; to hold a joint public meeting, and to report back to all four municipal Councils on the proposed annexation, the recommendations of the Compensation Consultant and provide a recommendation as to the appropriate compensation amounts.

Councillor Mullin requested that the Commissioner of Human Services update members of Council on recent social housing funding announcements included in the federal budget.

Keith Ward, Commissioner of Human Services stated that the federal budget includes significant expenditures for the repair, renovation and energy retrofitting of existing social housing units and that staff are currently reviewing the required expenditures in the Peel social housing portfolio. He stated that the additional money would positively impact contingency reserves. The budget also included $100 million for new, low-income seniors housing, with the funds targeted for subsidizing capital investments and not operating expenses. Confirmation was also received with respect to funds announced in November, 2008 in the amount of $1.8 billion over five years for the Residential Rehabilitation Assistance Program (RRAP) which allows homeowners to repair their homes; the homelessness partnering initiative and for the construction of new affordable housing, on a 50-50 cost share basis with the province.
