D1. Caryl Arundel, Executive Member, Institute of Public Administration (IPAC), Presenting the Institute of Public Administration (IPAC)/ Deloitte Public Sector Leadership Award to the Region of Peel for Excellence in the Common Purpose Project

Received

Caryl Arundel, Executive Member of the Institute of Public Administration (IPAC) identified IPAC as a national organization with a membership composed of representatives of the public service from all levels of government, academia and other public administration stakeholders. The Institute was founded in 1947 with the mission to promote excellence in public service which is done through publications, research, networking, workshops, conferences and a strong awards program. IPAC offers National awards and the Lieutenant Governor’s Award of Distinction in Pubic Administration. IPAC joined forces with Deloitte to assist in recognizing organizations that have and continue to demonstrate leadership by taking bold steps to improve public service through advancement in public administration and public policy.

Caryl Arundel conveyed congratulations from Andy Potter, Associate Partner, Deloitte Inc. and Lead Client Service Partner for the Region of Peel. IPAC and Deloitte developed the Public Sector Leadership Awards which showcase programs and initiatives and shares best practices, nationwide. The Region of Peel initiative titled “Common Purpose” stood out as a shining example of leadership and innovation. The development of a vision that increases citizen trust through enhancing employee engagement and customer service puts Peel at the head of innovative approaches to public sector management. Caryl Arundel recognized David Swzarc, Chief Administrative Officer, Regional staff and Regional Council for their leadership, vision and hard work and presented the Region of Peel with the Gold Award.

David Szwarc, Chief Administrative Officer acknowledged the honour of receiving the Gold Award and extended his appreciation to all Regional staff and specifically recognized Aileen Baird, Project Manager, Common Purpose.

Regional Chair Kolb identified the important day to day services Regional staff provide to over 1.5 million people residing in the Region of Peel. Regional Chair Kolb thanked Council and the CAO for their energy and leadership in providing a visionary approach and thanked all Regional staff for their dedication to the provision of excellent service to the residents of the Region of Peel.

Regional Chair Kolb also congratulated the City of Mississauga for receiving the Bronze IPAC Award for its “Moving Forward: The City’s Roadmap to the Future” program.

D7. Hazel McCallion, Mayor, City of Mississauga, Presenting the City of Mississauga Corporate Awards of Excellence – Partnership Award to the Region of Peel for the Integrated Municipal Enforcement Team

Mayor Hazel McCallion presented the City of Mississauga Partnership Award to Regional Chair Emil Kolb on behalf of the Integrated Municipal Enforcement Team which comprised staff from the City of Mississauga, Peel Regional Police, Region of Peel and the Alcohol and Gaming Commission of Ontario.

Regional Chair Kolb congratulated the Region of Peel Employees’ United Way Campaign team, Region of Peel staff and Peel Regional Police for their 2008 fundraising efforts. Regional Chair Kolb announced that the Region of Peel campaign raised $267,000 exceeding the ambitious goal of $250,000. Further, in partnership with Peel Regional Police, the total contribution to the United Way is $437,000. The Peel Regional Police exceeded their fundraising goal by $52,000, raising $170,000 for the 2008 United Way campaign.

David Szwarc, CAO, congratulated staff for their outstanding work and extended a special thank you to the 2008 campaign co-chairs, Judy Yack and Christine Gutman of Environment, Transportation and Planning Services, and; co-vice chairs, Frank Medeiros and Jennifer Diaz of Corporate Services and Employee & Business Services respectively, for their efforts.

Councillor McCallion inquired how much was raised through the Region of Peel and three area municipal campaigns, combined. Shelley White, Chief Executive Officer, United Way of Peel Region, responded that the amount was in excess of $700,000.

Shelley White, on behalf of the United Way, thanked Region of Peel employees for their tremendous support and outstanding achievement which has made the Region of Peel the number one campaign in Peel Region. Shelley White indicated that the funds raised will allow the United Way to continue to support thousands of individuals at the same level as last year. Shelley White thanked Denis Edwards of Peel Regional Police, the co-chairs and canvassers for their efforts.

Mike Metcalf, Chief, Peel Regional Police highlighted the community spirit within his organization noting that over $1,000,000 was raised in the campaigns for the United Way, Toys for Tots, and Cops for Cancer. Chief Metcalf thanked Denis Edwards and staff for their tremendous efforts.

D3. Shelagh Karstoff, Chair, Peel Children's Charter of Rights Committee and Noel Marcial, Manager, YEAH Chorus, Brampton Neighbourhood Resource Centre, Presenting the “Right to Be Heard”

Received

Shelagh Karstoff stated that every child has the right to be respected, speak freely or give an honest opinion. Children must have their voices heard when decisions are made that affect them in schools; in the justice and child welfare systems; in family law and in the home.

Noel Marcial, Manager, Youth Energized And Harmonized (YEAH), Brampton Neighbourhood Resource Centre, introduced the YEAH Chorus who, through music, are spreading the message of peace, love and acceptance. Noel Marcial stressed the importance of providing scholarships to students who otherwise would not have the resources to attend post secondary school. Noel Marcial introduced the YEAH Chorus who performed a song called “United” for Regional Council.

Councillor Moore thanked the YEAH Chorus for their performance and undertook to provide Noel Marcial with contact information for United Achievers, an organization that provides scholarships to qualified students.

Councillor Fennell congratulated the Brampton Neighbourhood Resource Centre on the work they do in the community and wished them continued success.

Councillor Groves thanked Noel Marcial for his volunteer work with the YEAH Chorus noting that volunteers are the backbone of communities.

Councillor Saito thanked the YEAH Chorus for their performance and stated that the Peel Youth Violence Prevention Network (PYVPN) shares the same goals as the Brampton Neighbourhood Resource Centre in working on behalf of youth.

D4. Verena Jones, Chair, Peel Region CPR Coalition, Peel Regional Paramedic Services, Providing an Update on the “Hands Only” CPR Program

Verena Jones, Chair, Peel Region CPR Coalition, Peel Region Paramedic Services, provided an update on the “Hands Only” CPR Program.

Verena Jones reported that 35 to 55 per cent of cardiac arrests are witnessed by a bystander, usually a family member or friend. In the Region of Peel, 26 per cent of hospital cardiac arrest patients receive bystander CPR. The goal of the Peel CPR Coalition is to raise the percentage of bystander CPR for cardiac arrest victims. The Peel Coalition for CPR Awareness is focussed on increasing public awareness of the importance of bystander CPR and educating the public in order to reduce the fear associated with performing CPR. Awareness sessions have been held in Brampton, Mississauga and Caledon, where participants had the opportunity to ask questions and try CPR. CPR Anytime kits were also provided to participants willing to learn the “Hands Only” system.

D5. Ian Sinclair and David Lyons, Members of the PFA Planning Policy Committee, Peel Federation of Agriculture (PFA), Presenting 'Back to Conservation' and Addressing the Official Plan Policy Review

Ian Sinclair and David Lyons, Members of the Peel Federation of Agriculture (PFA) Planning Policy Committee stated that environmental planning should incorporate a balance between environmental, economic and cultural aspects. Ian Sinclair advised that the PFA Planning Policy Committee was established in response to the current Caledon-Peel Significant Woodland and Significant Wildlife Habitat Regional Official Plan reviews.

Ian Sinclair and David Lyons requested that Regional Council recognize the Peel Federation of Agriculture as a key partner in the formulation of environmental, rural and agricultural Official Plan policies and provide opportunities for PFA to participate fully in the Official Plan Policy Review.

Councillor Thompson noted that the Region of Peel Director of Planning Policy and Research indicated he would attend meetings of the Peel Federation of Agriculture to discuss planning initiatives, if invited.

Councillor Paterak requested clarification of the term “ecological goods and services” and its economic impact on agricultural operations. Ian Sinclair advised that the term ecological goods and services refers to the provision of resources for human societies, whereby the agricultural community responds to the demand for rural landowners to produce services for society. He noted that the provision of ecological goods and services result in rural landowners having to forego greater economic opportunities in order to produce the ecological goods and services however, there are no mechanisms in place to compensate the rural landowner for choosing green initiatives over economic interests.

Councillor McCallion noted the importance of the information presented by the Peel Federation of Agriculture and requested that the presentation material be carefully considered by staff in the context of the Regional and area municipal Official Plan reviews to promote a more practical approach to protecting natural habitats. Councillor McCallion stated that when government bodies consider the protection of natural environments, consideration should be given to alternatives that would have a lesser impact on existing land uses.

D6. Paul Zarnke, Executive Director and Cynthia Ulba, Communications Specialist, Peel Children's Aid Society, Presenting the Poverty Report from the Toronto Children's Aid Society titled “Greater Trouble in Greater Toronto (GTA): Child Poverty in the GTA”

Paul Zarnke, Executive Director, Peel Children’s Aid Society presented a poverty report from the Toronto Children’s Aid Society titled “Greater Trouble in Greater Toronto (GTA): Child Poverty in the GTA”.

Paul Zarnke reported that 50 per cent of Ontario’s children living in poverty reside in the GTA. Between the years 1997 and 2005, the Region of Peel experienced a 51 per cent increase in the number of children living in poverty. Fifteen per cent of the population of the Region of Peel (167,000) lives in poverty and the median household income in Peel decreased by 6.5 per cent from 2000 to 2005. Paul Zarnke stated that the greater share of children living in poverty has shifted from Toronto to Peel and York Regions. Currently one in six children in the Region of Peel live in poverty. Social Services in the Region of Peel are underfunded with the Region receiving one-third the required level of funding for children’s mental health services, just one telling example that demonstrates the impact of Peel receiving the lowest childcare funding in Ontario. Paul Zarnke urged Regional Council to take the following steps to help address child poverty:

• Pay close attention to current trends in the community;
• Continue to urge and support the provincial government to act decisively on its poverty agenda;
• Press the provincial government for adequate and equitable funding of social and health services; and
• Act boldly within the Region’s mandate ie., social housing.

Councillor Fennell thanked Paul Zarnke for his presentation and stated that it is unacceptable that the Region of Peel receives less financial support than other regions of Ontario to deal with poverty issues and suggested that Regional Council pass a resolution supporting the recommendations presented by Paul Zarnke.

Councillor McCallion expressed concern that all three levels of government are not fully aware of the poverty situation in the Region and that the economic downturn will make matters worse.

Councillor Thompson advised that representatives of the Region of Peel had recently met with a number of provincial cabinet ministers to discuss poverty issues at the Rural Ontario Municipal Association (ROMA) conference and requested that staff report to the March 5, 2009 Regional Council meeting with a summary of the discussions.

Councillor Sprovieri stated the need to address the breakdown of the family unit, which has contributed to the increase in child poverty.

Councillor Moore stated that poverty has reached a crisis situation in the Region of Peel and that more needs to be done to raise the issue with the provincial government.

Councillor Fennell stated with the provincial budget process currently under way, it is vital that every effort be made to raise the poverty issue with the provincial government and obtain additional funds and suggested that a resolution be considered to encourage the province to act decisively on the poverty agenda and provide the necessary funds to implement the program.

Councillor Saito stated that it is not acceptable that the Region of Peel receives one-third of the needed funding for children’s mental health services and that the downloading of social services by the provincial government has put additional strain on Regional resources.

Councillor Whitehead stated that poverty in the Region of Peel is not as visible as it is in other communities. For that reason, the Region needs to make the case that poverty is a growing problem and that federal and provincial governments need to provide Peel with its fair share of funds to address the issue.

Councillor Miles stated that the Regional of Peel must do more to raise the poverty issue with the provincial government and that Regional Council needs to support the work done by the Mayors of Brampton, Mississauga and Caledon to obtain more funding from the federal and provincial governments.

Councillor Adams thanked Paul Zarnke for his presentation and stated that, in light of the recent provincial announcement to set the goal for reducing poverty by 25 per cent over the next five years, the Region should provide an annual update to the Province on poverty reduction in Peel.

Councillor McCallion reported that there has been some progress on poverty issues with the Provincial Municipal Fiscal Services Review and the Poverty Agenda announcements but the provincial government needs to provide the funding for these programs. She further stated that the 905 area needs to work together in order to more effectively raise the poverty issue with both the federal and provincial governments.

RECOMMENDATION GC-17-2009:

Whereas the report titled “Greater Trouble in Greater Toronto: Child Poverty in the GTA”, from the Children’s Aid Society of Toronto demonstrated that the critical situation regarding child poverty in the Region of Peel will become more dire;

And whereas, the Region of Peel has been chronically underfunded in all areas of Human Services;

Therefore be it resolved, that the Region of Peel continue to urge and support the Province to act decisively on its poverty agenda;

And further, that the Region of Peel continue to press the Province for adequate and equitable funding of social and health services;

And further, that the Regional Chair and area municipal Mayors request a meeting with the Premier of Ontario to discuss the provincial plan to deal with the poverty situation in the Greater Toronto Area (GTA).

RECOMMENDATION GC-18-2009:

That the Region of Peel strongly supports the Province of Ontario to act decisively on its poverty agenda and to provide the necessary dollars to implement the program.

RECOMMENDATION GC-19-2009:

Whereas the Province of Ontario has committed to reducing Child Poverty by 25 per cent in five years;

Therefore be it resolved, that the Region of Peel report annually on the Provincial efforts to reduce child poverty in Peel.

ETP-A1. Peel Region Official Plan Review (PROPR) – Draft Regional Official Plan Amendment (ROPA 21) Proposing Changes Related to Natural Heritage, Agriculture, Air Quality and Integrated Waste Management

RECOMMENDATION GC-20-2009:

That a statutory public meeting be scheduled to commence at 9:30 a.m. on Thursday, April 23, 2009 prior to the regularly scheduled Regional Council meeting, pursuant to Section 17(15) of the Planning Act to inform the public and to obtain their input with respect to a proposed amendment to the Regional Official Plan (ROP) as it relates to natural heritage, agriculture, air quality and integrated waste management;
And further, that pursuant to Section 17(16) of the Planning Act, one open house be scheduled in each of the area municipalities prior to the public meeting;

And further, that the draft amendment to the Regional Official Plan (ROP) to update policies related to natural heritage, agriculture, air quality and integrated waste management be circulated to appropriate agencies, the Ministry of Municipal Affairs and Housing, the Cities of Brampton and Mississauga, and the Town of Caledon and all other municipalities adjacent to the Region of Peel for their review and comments;

And further, that a final Regional Official Plan Amendment, which takes into consideration the comments received from the statutory open houses, statutory public meeting, and agency consultation, be presented for adoption at a future meeting of Regional Council.


ETP-B. ENVIRONMENT

ETP-B1. Class Environmental Assessment Study for the Village of Alton Municipal Servicing, Capital Project 03-1040, Document 2001-047P – Town of Caledon, Ward 1

RECOMMENDATION GC-21-2009:

That the contract (Document 2001-047P) between the Region of Peel and XCG Consultants Ltd., be extended to provide additional engineering services for the Class Environmental Assessment Study for the Village of Alton’s municipal servicing, in the estimated amount of $125,000 (excluding applicable taxes), under Capital Project 03-1040, for a total commitment of $376,700 (excluding applicable taxes), in accordance with Purchasing By-law 63-2008.

ETP-B2. Mullet Creek Sewage Pumping Station Construction, Capital Projects 03-2982 and 03-2151, Document 2003-506P – City of Brampton, Ward 6

RECOMMENDATION GC-22-2009:

That the contract (Document 2003-506P) between the Region of Peel and Genivar, formerly MacViro Consultants, be extended to provide additional engineering services for the Mullet Creek Sewage Pumping Station Construction in the estimated amount of $120,000 (excluding applicable taxes), under Capital Projects 03-2982 and 03-2151, for a total commitment of $690,746.40 (excluding applicable taxes), in accordance with Purchasing By-law 63-2008.

ETP-B3. Hanlan Transfer Pumping Station, Capital Projects 03-1980, 04-1955, 04-1965, 04-1999, and 08-1966, Document 2008-154T – City of Mississauga, Ward 5

RECOMMENDATION GC-23-2009:

That the contract (Document 2008-154T) for Construction Services for the Hanlan Transfer Pumping Station be awarded to Kenaidan Contracting Limited in the estimated amount of $48,967,400 (excluding applicable taxes), under Capital Project 04-1999, in accordance with Purchasing By-law 63-2008;

And further, that additional funds in the amount of $7,900,000 be provided to Capital Project 04-1999, financed from D.C. South Peel Water Reserve R3520 (in the amount of $2,512,200) and from the York Recoveries (in the amount of $5,387,800).

ETP-C4. Jessica Reid, Legislative Coordinator, Legislative Services Division, City of Mississauga, Letter dated January 27, 2009, Providing a Copy of City of Mississauga Resolution 0020-2009 regarding the Extension of the Growth Plan Conformity Deadline

RECOMMENDATION GC-24-2009:

That City of Mississauga Resolution 0020-2009, as follows, regarding “Growth Plan for the Greater Golden Horseshoe Official Plan Conformity”, be endorsed:

Whereas, the Mississauga Official Plan is required to conform to the Provincial Policy Statement, March 2005;

And whereas, Bill 136 of the Places to Grow Act, 2005 requires that official plans be amended to conform with Places to Grow – The Growth Plan for the Greater Golden Horseshoe (Growth Plan) within three years of the day the Growth Plan comes into effect;

And whereas, the Growth Plan came into effect on June 16, 2006;

And whereas, municipalities are required to have their official plans in conformity with the Growth Plan by June 16, 2009;

And whereas, Mississauga City Council, on November 12, 2008, endorsed the proposed official plan framework as the basis for the preparation of the new Official Plan through resolution 0271-2008;

And whereas, a number of internal and external studies, which will have policy implications for the new Official Plan, are currently underway and may not be completed by June 2009;

And whereas, due to the timing of the Region of Peel Official Plan Review, it will not be possible to complete the Mississauga Official Plan Review in compliance with Planning Act requirements and achieve conformity with the Region of Peel Official Plan;

And whereas, commenting agencies have indicated that it is not possible for them to provide comments on the draft official Plan within the timeframe set to proceed forward with a completed draft of the Official Plan before June 2009 and still comply with the Planning Act requirements for an open house, a statutory public meeting and the requirements for notification;

And whereas, commenting agencies will require the review of a number of iterations of the draft Official Plan in order to ensure that the document and corresponding schedules are complete, accurate, reflect cross-departmental consensus and incorporate public input;

And whereas, the Province of Ontario has indicated that it will consider extensions to the June 16, 2009 deadline of no more than twelve (12) months to lower-tiered municipalities who request one;

Now, therefore let it be resolved, that the Minister of Energy and Infrastructure be requested to grant the City of Mississauga a six-month extension to the June 16, 2009 Growth Plan conformity deadline, in order to complete the new Official Plan; and, that the Region of Peel be requested to support this resolution.

HE-A2. Expansion of the Children in Need of Treatment (CINOT) Program

RECOMMENDATION GC-25-2009:

That the Commissioner of Health Services be authorized to execute service agreements with the Ministry of Health Promotion (MHP) whereby MHP would provide 100 per cent funding of $700,408 in 2009 for the Children in Need of Treatment (CINOT) expansion to teens aged 14-17 years;

And further, that the 2009 Peel Public Health budget be adjusted to reflect the additional funding and CINOT payment costs of $700,408;

And further, that the Regional Chair write to the Minister of Health Promotion for funding to cover the administrative and screening costs of the CINOT expansion to teens aged 14-17 years.

HS-A1. Child Poverty in Peel and the GTA – Children’s Aid Society of Toronto Report

RECOMMENDATION GC-26-2009:

That a copy of the report of the Commissioner of Human Services, dated January 27, 2009, titled “Child Poverty in Peel and the GTA - Children’s Aid Society of Toronto Report”, along with related Council resolutions, be sent to the Premier of Ontario, Minister of Children and Youth Services, members of the Ontario Cabinet Committee on Poverty Reduction, and Peel-area MPs and MPPs;

And further, that staff continue to conduct research on poverty and related social issues in Peel and provide regular updates on their findings, in support of Regional Council and the collaborative community organizations that are addressing poverty and social investments in Peel.

  HS-A2. Human Services Plan
      Presentation by Janet Menard, Executive Director, Human Services Transition & Integration and Stella Danos-Papaconstantinou, Project Manager, Human Services

Janet Menard, Executive Director, Human Services Transition and Integration and Stella Danos-Papaconstantinou provided an overview of the consultation process undertaken to develop the Human Services Plan.

Janet Menard stated that when the Social Services and Housing and Property departments were combined to create the Human Services department in June, 2007, the intention was to create an integrated service model. The Human Services Plan sets the direction for the Human Services department for the next three years and sets out a plan to merge services into one delivery model. Janet Menard stated that the Human Services Plan supports the Regional Strategic Plan, The Common Purpose and reflects the values and service principles of the Region of Peel.

Stella Danos-Papaconstantinou provided details on the consultation process which lead to the development of the Human Service Plan. The consultation process began in April, 2008 and involved over 700 consultations. The process included focus groups with staff and clients; drop in sessions for staff members; community forums; an on-line survey; a customer satisfaction survey and meetings with members of Regional Council. Stella Danos-Papconstantinou reported the next step in the process will be the development of the service delivery model for the Human Services department. Staff will update Regional Council on the service delivery model later this year.

RECOMMENDATION GC-27-2009:

That the encroachment on Regional Road 50 being a pylon sign located at property known municipally as 4995 Ebenezer Road in the City of Brampton, be permitted in accordance with the terms and conditions in the Encroachment Agreement dated November 1, 2008 between The Regional Municipality of Peel and Ouray Developments Inc.;

And further, that the necessary by-law be presented to Regional Council for enactment.

MA-B1. Transfer of Region of Peel Federal Gas Tax Allocation – 2009

RECOMMENDATION GC-28-2009:

That $25,387,021.43 in federal gas tax allocation received by the Region of Peel in 2009 be transferred to the Cities of Brampton and Mississauga and the Town of Caledon based on the allocation method identified in the report from the Chief Financial Officer, dated January 26, 2009, titled “Transfer of Region of Peel Federal Gas Tax Allocation – 2009”;

And further, that the necessary by-law be presented to Regional Council for enactment.

RECOMMENDATION GC-29-2009:

That the Public Sector Network (PSN) 2008 Financial Results set out in the Subscriber Revenue and Expenditure Statement for the Year Ending December 31, 2008 included in Appendix I of the report of the Commissioner of Employee and Business Services, dated February 6, 2009, titled “Public Sector Network (PSN) Update and Budget”, be approved;

F1. 2009 Rural Ontario Municipal Association (ROMA) – Annual Conference (Oral)

Councillor Thompson advised that he, along with David Szwarc, Chief Administrative Officer, Curry Clifford, Director, Strategic Innovation and Policy and Lowell Rubin, Project Leader, Strategic Projects attended the Combined Ontario Good Roads Associations (OGRA)/Rural Ontario Municipal Association (ROMA) Conference held in Toronto from February 22 to 25, 2009. Several meetings were held with provincial Ministers and other provincial representatives to discuss issues affecting the Region of Peel. Councillor Thompson requested that staff report to the March 5, 2009 Regional Council meeting with a summary of the discussions.

F2. Purely Peel Bottled Water (Oral)

Councillor McCallion noted that she recently attended a Scouts meeting where participants were invited to share what they would do if they were Mayor; one submission stated that as Mayor, they would make tap water clean. Councillor McCallion noted that the practice of bottling Peel water contributes to the message that bottled water is superior to tap water and is contrary to recycling messaging that discourages the use of bottled water.

The Commissioner of Environment, Transportation and Planning Services advised that the continuation of bottling Peel water and the impacts of water bottles on recycling programs would be discussed at an upcoming meeting of the Waste Management Subcommittee.
