2. APPROVAL OF AGENDA
That the agenda for the September 18, 2008, Government Relations Committee meeting be approved.
a) Federal Election Readiness Plan
i) All Candidates Session (Oral) Discussion led by Councillor C. Parrish, Chair, Government Relations Committee
Councillor Miles arrived at 8:34 a.m.
Councillor Parrish advised that invitations were sent to all Peel-area federal election candidates to attend the All Candidates Session scheduled for September 22, 2008 at 9:30 a.m. in the Regional Council Chamber. She advised that media are also invited to attend the session.
Marilyn Hood, Director, Communication Services, confirmed that staff are contacting media outlets to extend invitations to the All Candidates Session.
Councillor Parrish stated that Regional Chair Kolb will welcome the attendees to the session and that she will present the information booklet, focusing on the policy positions within the booklet.
She noted that it is important to recognize that although the candidates represent different political parties and that each party has policy platforms on various issues, the candidates will be asked to respond to Peel’s issues as individuals. This will provide them with the opportunity to share how they will commit personally to addressing the needs of the residents they may serve in Peel.
ii) Peel Information Booklet
Updated copies of the information booklet were reviewed and members provided suggestions for additional revisions.
Regional Chair Kolb suggested that the proposal regarding a municipal share of taxes collected in Canada be amended to include a statement highlighting that the transfer one cent of the Goods and Services Tax to municipalities would result in an increase in the amount of every tax dollar that is spent by municipal councils – from 8 cents per dollar to 9 cents per dollar.
Councillor Prentice suggested that subsequent to the All Candidates Session, copies of the Peel information booklet be distributed to the leaders of the federal parties, the Association of Municipalities of Ontario (AMO) and the area municipalities within Peel.
Councillor Miles suggested that information related to the impact of national security and policing on municipal budgets be included, noting that the Federal government is not contributing the required resources to fund the increasing demand for police services in areas under federal jurisdiction
Councillor Parrish stated that the issue of policing was not included as one of the five key issues that are the current focus of the Government Relations Committee and offered that other organizations such as the Federation of Canadian Municipalities (FCM) would be better able to address the issue.
Councillor Miles suggested that subsequent to the Federal election, the Government Relations Committee focus on the issue of police resourcing.
iii) Questions for Candidates
Councillor Mullin arrived at 9:14 a.m.
A revised list of questions that will be provided to candidates for their response was distributed. The Committee discussed minor revisions to the wording and format of the questions and concurred that the essence of the questions would not change.
