The Study

The Regional Municipality of Peel has completed a Municipal Class Environmental Assessment (EA) study for improvements on Dixie Road (Regional Road 4) from Queen Street to 2 kilometres north of Mayfield Road.

The Process

The study was undertaken in accordance with the requirements for Schedule “C” projects as described in the Municipal Engineers Association’s Municipal Class Environmental Assessment document (October 2000, as amended in 2007). The Class EA process includes public review and agency consultation, an evaluation of road improvement alternatives, an assessment of the potential environmental effects of the proposed improvements and identification of reasonable measures to mitigate any adverse impacts that may result.

Key Elements of Recommended Design

  • Widen from 4 to 6 lanes from north of Queen Street to Countryside Drive
  • Widen from 2 to 4 lanes north of Countryside Drive to the northerly project limit
  • Dedicated turn lanes at various intersections
  • Maintain the urban cross-section (curb and gutter) on both sides of the road
  • 1.5 metre wide sidewalk on both sides of Dixie Road from Queen Street to Countryside Drive
  • 1.5 metre wide sidewalk on east side and 3 metre wide multi-use trail on west side of Dixie Road north of Countryside Drive

An Environmental Study Report (ESR) has been prepared to document the planning and decision making process and by this notice is being placed on public record for review at the following locations for 30 calendar days, beginning September 1, 2011 and ending September 30, 2011.

All issues or concerns may be brought to the attention of Mr. Hitesh Topiwala, Project Manager, Region of Peel. If concerns which arise during the prescribed review period cannot be resolved through discussion with the Region of Peel, a person or party may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act, which addresses individual environmental assessments. This request (referred to as a Part II Order request) must be received within the above 30 calendar day review period by the Minister, at the following address:

A copy of the request must also be sent to the Region of Peel Project Manager. If no request is sent to the Minister of the Environment and received by September 30, 2011, 4:30 p.m., the Region may proceed with the detailed design and construction of the project as outlined in the ESR.
