HE-A1. Peel Input on Mental Health and Addictions Strategy for Ontario

RECOMMENDATION GC-214-2009:

That the Regional Chair write to the Minister of Health and Long-Term Care to urge the Ministry to continue to develop and implement the provincial Mental Health and Addictions Strategy addressing the health system capacity issues affecting high-growth communities;

And further, that the Region of Peel advocate for a provincial mental health and addictions policy framework that aligns the efforts of all levels of government, provincial ministries and service providers;

And further, that the Region of Peel continue to support the community on their advocacy efforts given they are an integral partner to Region of Peel programs and the main service delivery agent for mental health services, and making progress on mental health and addictions services is essential in addressing poverty and youth violence, both strategic issues facing the Region;

And further, that senior staff, in their meetings with both Local Health Integration Networks (LHINs), raise the issue of mental health and addictions services in Peel aimed at creating a joint position on the funding issues faced by these services.

RECOMMENDATION GC-215-2009:

That the Medical Officer of Health be authorized to execute service agreements with the Heart and Stroke Foundation whereby the Coalitions Linking Action and Science for Prevention (CLASP) grant will fully fund Peel Public Health with up to $390,000 over two and a half years;

And further, that up to a total of 1.0 Full-Time Equivalent (FTE) contract employee, administered and fully funded by the Heart and Stroke Foundation through the CLASP grant, be approved;

And further, that the 2010 Peel Public Health budget be adjusted to reflect the approved program costs.

HS-A1. Construction of 250 Units of Affordable Housing at Creditview Road and Eglinton Avenue, Mississauga, Ward 6

RECOMMENDATION GC-216-2009:

That staff be authorized to negotiate, enter into and execute a Memorandum of Understanding, Agreement of Purchase and Sale, a Modified Turn Key Agreement with United Lands Corporation and such further and other documents as are deemed necessary and satisfactory by the Commissioner of Human Services and the Regional Solicitor for the development of affordable housing on Creditview/Eglinton property in Mississauga to the satisfaction of the Commissioner of Human Services and the Regional Solicitor and within the total budget of $52.6 million (excluding applicable taxes);

And further, that Capital Project 09-5032 Creditview/Eglinton in the amount of $48 million be amended by an additional $4.6 million for a revised total budget amount of $52.6 million (excluding applicable taxes);

And further, that the proposed financing plans for Capital Project 09-5032 be approved as detailed in the report of the Commissioners of Human Services, Employee and Business Services and the Chief Financial Officer and Corporate Services dated November 22, 2009 titled “Construction of 250 Units of Affordable Housing at Creditview Road and Eglinton Avenue, Mississauga, Ward 6”;

And further, that staff be authorized to explore opportunities with WISMA Non-Profit to provide property management for 125 senior units;

And further, that upon positive negotiations with United Lands, the Commissioner of Human Services report back on future operations and services to be offered at the Creditview Road and Eglinton Avenue project.

HS-C1. Affordable Home Ownership Program - "Home In Peel" - Phase Two Update

RECOMMENDATION GC-217-2009:

That participation by the Region of Peel in the next phase of the Federal/Provincial Affordable Housing Program: Home Ownership Program Component (“the Program”) be approved in principle;

And further, that the Commissioner of Human Services launch the next phase of the Program which will be known as “Home in Peel 2” as described in the report of the Commissioner of Human Services dated October 28, 2009, titled “Affordable Home Ownership Program – “Home in Peel” – Phase Two Update”;

And further, that the Commissioner of Human Services and/or the Director of Strategic Planning, Policy and Partnerships execute the loan agreements and any other necessary documents to give effect to Home in Peel 2 on behalf of the Region of Peel under Home in Peel 2;

And further, that staff work with the local Habitat for Humanity (HFH) affiliates in order to provide up to the maximum down payment assistance amount allowable under Home in Peel 2 to their eligible purchasers of newly built HFH homes;

And further, that staff release a Request for an Expression of Interest in accordance with Purchasing By-law 63-2008 to local developers who may be interested in partnering with the Region of Peel for delivery of Home in Peel 2.

RECOMMENDATION GC-221-2009:

That the proposed Regional 2010 Non-Program Property Tax current budget include a provision of $808,195 to fund the Regional portion of the property tax rebate to be offered to eligible low-income seniors and low-income disabled persons under a new program to be offered by the Peel lower-tier municipalities under Section 365 of the Municipal Act, 2001;

And further, that Regional staff be directed to review whether the current Regional property tax increase deferral program for low-income seniors and low-income persons with disabilities under Section 319 of the Municipal Act, 2001 can be replaced by the tax relief proposed herein.

RECOMMENDATION ASC-11-2009:

Whereas, almost one per cent of the Regional tax base is provided to the Conservation Authorities for implementation of their programs;

And whereas, the Region of Peel has no authority to audit the management and financial practices of the Conservation Authorities which it funds unless there is a memorandum of agreement between the funder and the recipient, or an invitation is initiated by the Conservation Authority Board of Directors;

Therefore be it resolved, that Regional staff prepare a letter respectfully requesting the Board of Directors of the local Conservation Authorities, to consider that Region of Peel Audit staff conduct audits of the Conservation Authorities management and financial practices.

RECOMMENDATION GC-222-2009:

That the contract for the provision of Systems Furniture, Ancillary Furniture, and Related Services for Regional Facilities, (Document 2009-875N), be awarded to Herman Miller Workplace Resource in the estimated amount of $170,000 (excluding applicable taxes), Brigholme Interiors Group in the estimated amount of $145,000 (excluding applicable taxes), Drechsel Business Interiors in the estimated amount of $495,000 (excluding applicable taxes) and the provision of Office Chairs be awarded to Harts Upholstered Products in the estimated amount of $97,000 (excluding applicable taxes), for the period starting January 1, 2010 and ending December 31, 2010 all in accordance with Purchasing By-law 63-2008;

And further, that authority be given to extend this contract for five optional 24 month periods based on satisfactory service, performance, budget, and price;

And further, that authority be given to increase the contract on an as required basis for this and subsequent contract periods to satisfy the needs of the Regional Municipality of Peel based on the contractual arrangements including optional period awards, satisfactory price, budget, performance, and service.

PW-A1. Amendment Number 95 to the City of Mississauga Official Plan, Places to Grow Plan Conformity Amendment

RECOMMENDATION GC-224-2009:

That approval be granted to Amendment Number 95 to the City of Mississauga Official Plan (Mississauga Plan), the City’s conformity amendment to the Provincial Places to Grow Plan, save and except for Section 1.2, Paragraph 1 of the amendment which contains population and employment forecasts that shall remain deferred as described in the joint report of the Commissioner of Public Works and the Chief Financial Officer and Commissioner of Corporate Services, dated November 12, 2009, titled “Amendment Number 95 to the City of Mississauga Official Plan, Places to Grow Plan Conformity Amendment”;

And further, that staff be directed to bring forward for approval the deferred portions of Amendment Number 95 to the City of Mississauga Official Plan (Mississauga Plan) after the population and employment forecasts required by the Provincial Places to Grow Plan are approved in the Peel Region Official Plan;

And further, that the necessary by-law be presented to Regional Council for enactment;

And further, that a copy of the subject report be forwarded to the Ministry of Municipal Affairs and Housing, the Cities of Brampton and Mississauga, the Town of Caledon, municipalities adjacent to the City of Mississauga, and parties who have requested notification;

And further, that notice of decision of Council’s adoption of Amendment Number 95 to the City of Mississauga Official Plan (Mississauga Plan), the City’s conformity amendment to the Provincial Places to Grow Plan, save and except for Section 1.2, Paragraph 1, be given in accordance with the Planning Act.

RECOMMENDATION GC-225-2009:

That the official comments of the Region of Peel as outlined in the report of the Commissioner of Public Works, dated November 2, 2009, titled “427 Transportation Corridor Environmental Assessment”, be endorsed;

And further, that the Ministry of Transportation be requested to consider the comments in preparing the final Environmental Assessment Report;

And further, that the Ministry of Transportation be requested to include the Highway 427 Extension from Highway 7 to Major Mackenzie Drive in the Provincial Southern Highways Program 2010 to 2014;

And further, that the Ministry of Transportation be requested to initiate a study to examine the need for a further extension of Highway 427 to meet longer-term needs;

And further, that a copy of the subject report be forwarded to the City of Brampton, the City of Mississauga, the Town of Caledon, Metrolinx, the Ministry of Transportation, the Ministry of Energy and Infrastructure, the Ministry of the Environment, the Ministry of Economic Development and Trade, the Region of York and the City of Vaughan for information.

Three Readings:

By-law 112-2009: A by-law to requisition from the lower-tier municipalities a sum not exceeding 50 per cent of the amount that in By-law 36-2009 was to be raised in each lower-tier municipality, before the adoption of the final Regional estimates for the year 2010.

By-law 113-2009: A by-law to approve Amendment No. 95 to the City of Mississauga Official Plan (Mississauga Plan) in order to bring Mississauga Plan into conformity with the Provincial Places to Grow, Better Choices, Brighter Future; Growth Plan for the Greater Golden Horseshoe, 2006 save and except for Section 1.2, paragraph 1, as outlined on Page 5 of Schedule A attached hereto, which is not approved.
