Regional Chair Kolb called the meeting of Regional Council to order at 10:52 a.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Drive, Suite A, Brampton.

That the minutes of the Regional Council meeting held on September 22, 2011 be approved.

Councillor McCallion noted that at the September 22, 2011 Regional Council meeting, quorum was almost lost due to the absence of several Regional Councillors in the afternoon. She requested that the Regional Clerk ensure Councillor departures are noted in the minutes.

Regional Chair Kolb reminded Council that in accordance with the Procedural By-law, the Council curfew extends to 3:30 p.m. and requested that every effort be made to ensure Members’ availability for the duration of the meeting.


4. APPROVAL OF AGENDA

Meaghan Eastwood, Terrestrial Ecologist, and Lionel Norman, Project Manager, Toronto and Region Conservation Authority (TRCA), provided an overview of the Peel Region Urban Forest Strategy which was developed after conducting field surveys, land cover mapping, technical analysis and reporting and stakeholder consultations. They highlighted the urban forest distribution as it stands today and presented their vision for tomorrow as a healthy and resilient urban forest that provides diverse and sustained benefits to all and is grown from a shared commitment by all members of the community to the stewardship and care of this vital infrastructure.

Councillor Miles stated that the City of Brampton has approximately 3.6 million trees and that 15 to 20 per cent of trees in residential areas and parks are ash trees which are vulnerable to the emerald ash borer and she expressed concern that within a few years, over 450,000 ash trees, in Brampton alone, will die. She noted the responsibility of all levels of government to maintain the urban forest which positively impacts residents’ quality of life. Councillor Miles cited the cost implications of cutting down diseased trees and maintaining the level of urban forest canopy that exists today and stressed the importance of having a strategy in place that includes partnerships, community involvement and a communications plan.

Councillor Whitehead expressed concern regarding the impact intensification will have on maintaining the existing forest cover and suggested that the issue of the ash trees and intensification should be priorities within the urban forest strategy.

Councillor Paterak stated the importance of clearly defining “urban forest” so that rural landowners will know that it does not apply to them. He noted that within Caledon there are numerous settlement boundaries and large residential lots and he suggested that they should be included in the Strategy, so that they can benefit fromm the educational and awareness components.

Councillor McCallion noted that ash trees are still being sold at area nurseries and landscaping companies and requested that the recommendation related to Item MA-A1 be amended to request Peel-area nurseries and landscaping companies stop selling them. She also stated that area municipalities should eliminate the planting of ash trees from new subdivision agreements and provide developers/builders with the research from the Urban Forest Strategy.

Councillor Thompson noted that it appears young ash trees, less than 15 years old, are not impacted by the emerald ash borer therefore, nurseries and landscaping companies who deal in young trees may not be aware of the problems that can arise as the trees mature. He further suggested that Conservation Authorities should examine their methods of maintaining woodlots to see if further efforts are required in the area of preventative maintenance, noting that there are several woodlots south of Highway 401 with healthy, mature ash trees.

Councillor Tovey inquired as to the envisioned role of the Conservation Authorities as it relates to the Urban Forest Strategy. Meaghan Eastwood committed to reporting back to a future meeting with information in that regard.

Councillor Fonseca suggested that an educational component could be included when community tree planting events are held to explain what is being planted and why.

Councillor Fonseca requested that staff from the TRCA report to a future meeting of Regional Council with information on how New York and Washington maintain their old tree cover. She further requested that the future report include details related to the studies that indicate landscape improvements and trees improve driving safety and reduce mid-block crashes by 5 to 20 per cent.

Councillor Paterak advised that the Town of Caledon’s program of selling trees to landowners has been successful and encouraged the representatives from TRCA to contact Todd Smith at the Town of Caledon for additional information.

Councillor Thompson noted that permeable pavement parking lots have been constructed at the Toronto and Region Conservation Authority (TRCA) and Credit Valley Conservation (CVC) offices and suggested that municipalities should also be leading by example.

That the 'Peel Region Urban Forest Strategy', attached as Appendix I to the report of the Chief Financial Officer and Commissioner of Corporate Services dated September 1, 2011, titled “Peel Region Urban Forest Strategy”, be endorsed;

And further, that the Cities of Mississauga and Brampton, the Town of Caledon, Credit Valley Conservation Authority (CVC) and Toronto Region Conservation Authority (TRCA) be encouraged to endorse the ‘Peel Region Urban Forest Strategy’;

And further, that staff contact the landscaping companies and nurseries within the Region of Peel to request that they not sell Ash trees;

And further, that Regional staff be directed to begin implementation of the actions in partnership with the area municipalities and Conservation Authorities, with particular attention to issues related to the emerald ash borer;

And further, that the Region of Peel and its partners work towards development of urban forest targets for Peel Region.

Liz Weaver, Chief Executive Officer, Vibrant Communities, Tamarack, stated that Tamarack, an institute for Community Engagement, brought together nine multi-sector poverty reduction community roundtables from across Canada, including the Peel Poverty Reduction Strategy Committee, to discuss the power and potential of developing a network of cities collaborating together. Vibrant Communities is a community-driven effort to reduce poverty in Canada by creating partnerships that make use of our most valuable assets – people, organizations, businesses and governments. The first Vibrant Communities initiative operated from 2002 to 2010 and was subject to rigorous learning and evaluation to demonstrate the positive impacts of innovative and collaborative approaches to fighting poverty.

Anita Stellinga, Vice President, Community Investment, United Way of Peel Region, provided an overview of the key operational tactics for the Cities Reducing Poverty Network and noted that the Peel Poverty Reduction Strategy Committee, along with eight other city/regions, have agreed to participate in the five-year initiative.

Councillor Thompson stated that the collaborative effort of bringing everyone together is very impressive and that the support of Regional Council is important.

Councillor McCallion acknowledged the work of Shelley White, Chief Executive Officer, United Way of Peel Region, who has been a dynamic leader in getting people together in the Region of Peel and commended her for helping the United Way to expand its role in the areas of coordination and cooperation.

Councillor Miles acknowledged the Regional Chair, three area-municipal Mayors and Janet Menard, Commissioner of Human Services, for their strong leadership in the fight against poverty.

Councillor Thompson also recognized Adaomo Patterson of the Human Services department for her contributions.

d) Daniel Cullen, Founder and Member, The Hope Coalition, Recognizing the Success of Declaring World Homeless Day in the Region of Peel and the Impact made by the Combined Efforts of Various Agencies and the Regional Office in Effecting Change within the Community

Daniel Cullen, Founder and Member, The Hope Coalition, spoke of his experience as a homeless person and his commitment to helping others who are experiencing homelessness to succeed in the community. He requested that the Region of Peel continue its efforts to draw attention to the human services funding inequity between the 416 and 905 regions and to continue to proclaim World Homeless Day, annually, to draw attention to this vulnerable sector of the population.

Councillor McCallion encouraged Daniel Cullen to appear before the Council of the City of Mississauga to draw attention to the issue of homelessness. She stated that she will be meeting in the near future with the Premier of Ontario and will discuss the Fair Share for Peel issue at that time, as well as advocate for per capita grants for municipalities and school boards.

Councillor Moore commended Daniel Cullen for his commitment to assisting those experiencing homelessness and his contributions to the community, noting that the success of a Region is not just measured by its prosperity, but also by how it treats its most vulnerable citizens.

Councillor Iannicca and Councillor Crombie encouraged Daniel Cullen to convey his message to the provincial government.

Councillor Thompson encouraged Daniel Cullen to contact the Town of Caledon regarding “World Homeless Day” in 2012.

Shaun Hewitt, Director and Melodie Reaume, Manager of Billing, Operations Support, provided an overview of the various utility rate structures for Council’s consideration. Shaun Hewitt stated that the current billing application which was developed in-house in the late 1990’s has served the Region well but is very restrictive and due for replacement. He noted the need to establish parameters for a new application. Shaun highlighted staff’s recommendation to replace the billing application to allow for various variable rate structures; consider rate structure while undertaking system replacement work, and; report to Regional Council in the Spring, 2012, with a recommendation for a final rate structure, prior to system implementation.

Councillor McCallion requested that staff investigate the feasibility of combining water and hydro meters, and report back to a future meeting of Regional Council with findings.

Councillor Palleschi suggested that the City of Cape Coral, Florida, could be contacted to determine how they deal with water rates for industrial/commercial clients.

Councillor Carlson suggested that average usage rates should be included on water bills to encourage people to think about why their usage is above average.

Councillor Paterak suggested that staff determine what the ideal rate of water consumption is for the average home and what the rate would be if nobody was wasting water and include this information on the water bill so that people will understand that the more water that is used, the more they are required to pay. He further requested that staff consider implementing a minimum bill amount, as access to water is available all the time, regardless of whether it is used.

Councillor Hames requested that staff determine the average amount of water used by families with young children and include this information when reporting back to Regional Council.

Regional Chair Kolb noted that in accordance with drinking water regulations, there are occasions when the Region’s water retention tanks have to be drained which uses significant electricity and he requested that staff determine the costs of dumping water from the system, to include in 2012 budget deliberations, noting that there may be opportunity to recover the hydro costs.

Councillor Whitehead cautioned against charging a premium for extra water usage, noting that it may result in people complaining that while their water use is higher, the sanitary sewer may not be used as much, thereby offsetting the additional water charges.

Councillor Dale requested that staff provide a chart depicting how condominium owners would be affected by inclining block rates, as well as, how an average home would be affected.

Councillor Tovey encouraged members of Regional Council to tour the Lakeview Water Treatment Plant, noting that he was very impressed by the tour. He also noted that Peel’s water rates are the lowest in the country and suggested that the base rate for water should be increased in order to provide for the system’s long term sustainability.

Councillor Paterak cautioned against confusing water supply with system capacity, noting that there is a near infinite supply of water, but not capacity and the more we conserve, the more we conserve our infrastructure. He requested that staff investigate the feasibility of requesting industrial water clients to fill their cisterns during overnight hours so that it can be more efficiently rationed.

Councillor McCallion agreed with the need to review the current water rates, noting that people are prepared to pay for bottled water.

Dan Labrecque noted that the report related to item PW-A1 is an interim report and that over the next year, staff will be building an educational/change management plan to make people aware of water conservation issues.
