Councillor Kovac arrived at 1:35 p.m.

Mitsy Clennon, Supervisor, Ontario Works, introduced Mahkeda Geddes-Bishop, Student, who shared her experience with the Summer Job Challenge, noting that it has had a positive influence on her life. She thanked the Region of Peel for supporting the initiative which provides youth with work experience.

Members of Regional Council thanked Mahkea Geddes-Bishop for her feedback, noting that she is a testament that investing in youth brings a significant return in investment.

Items Related to Human Services - Item 11.1 was dealt with.

11.1. Summer Job Challenge Update

5.2. Stephen Bald, Board President and Juliet Jackson, Board Member, Peel Children's Aid Society (CAS), Regarding Child Abuse Prevention Month and Go Purple Day

Received 2015-750

Stephen Bald, Board President and Juliet Jackson, Board Member, Peel Children's Aid Society (CAS) advised that October is Child Abuse Prevention Month and they encouraged Members of Regional Council to wear purple on October 16, 2015 to help promote Child Abuse Prevention and Awareness. Stephen Bald noted that last year, Peel CAS received 12,000 calls about children who may be in need of protection and investigated 7,600 reports of child abuse and neglect. Members of Regional Council were requested to help Peel CAS spread the word that we all have to work together to keep children safe.

Several members of Regional Council commended the work and commitment of the staff and volunteers involved with Peel CAS.

In response to a question from Councillor Medeiros, Stephen Bald confirmed that Peel CAS has an extensive outreach connection with ethnic and religious groups and that CAS staff and volunteers are encouraged to be involved with the community.

Councillor McFadden acknowledged the presence of Beryl Ford, former Peel District School Board Trustee and Chair of the Children's Aid Foundation, for her many years of service to the children of the Region of Peel.

Councillor Innis arrived at 1:44 p.m.


6. ITEMS RELATED TO ENTERPRISE PROGRAMS AND SERVICES

6.1. Conservation Authorities Act Discussion Paper

Moved by Councillor Iannicca,
Seconded by Councillor Thompson;

That the comments on the Conservation Authorities Act review contained in the report of the Commissioner of Corporate Services titled "Conservation Authorities Act Discussion Paper" be endorsed;

And further, that the provincial government consider utilizing the cap and trade system to provide municipalities with funding for green infrastructure;

And further, that a copy of the subject report be circulated to the Ministry of Natural Resources and Forestry, Ministry of Municipal Affairs and Housing, the Cities of Mississauga and Brampton, the Town of Caledon, Toronto and Region Conservation Authority, Credit Valley Conservation, Halton Region Conservation Authority, Nottawasaga Valley Conservation Authority and Lake Simcoe Region Conservation Authority, for their information.

Councillor Iannicca highlighted the underfunding of Conservation Authorities (CAs) and the need to streamline processes to alleviate funding pressures.

Councillor Thompson stated that CAs do not have the same level of legislated authority as municipalities which presents challenges. He recommended that municipalities work with the CAs to alleviate some of the legislated challenges and that this issue be communicated to the province.

Councillor Tovey requested that the report recommendation be amended to request that the provincial government consider utilizing the cap and trade system to provide municipalities with funding for green infrastructure.

6.2. Region of Peel Credit Rating Update - 2015

6.3. 2014 Development Charges Reserve Annual Treasurer's Statement

That the report of the Commissioner of Finance and Chief Financial Officer, titled "2014 Development Charges Reserve Annual Treasurer's Statement" be approved;

And further, that the Regional Treasurer be directed to forward a copy of the report and statement attached as Appendix I to the subject report, to the Ministry of Municipal Affairs and Housing in accordance with the Development Charges Act, 1997 and Ontario Regulation 82/98.

RECOMMENDATION AAC-7-2015:

That the site plan for the Peel Regional Paramedic Services (PRPS) Reporting Station located at Erin Mills Parkway and Thomas Street, Mississauga, Ward 11, hereinafter referred as Thomas Station, as presented to the Region of Peel Accessibility Advisory Committee (AAC), be supported;

And further, that notification of the AAC‘s support for the subject site plan, be provided to the City of Mississauga, Planning and Building Department.

RECOMMENDATION AAC-9-2015:

Whereas the Municipal Act, 2001, as amended, does not include provision for appointed members of municipal advisory committees to use telephone or video conferencing to participate in meetings;

And whereas, some citizen members of the Region of Peel Accessibility Advisory Committee may, as a result of their disability, find it difficult to attend meetings from time to time;

And whereas, the Region of Peel supports accessibility and removing such barriers that limit a member's ability to actively participate in meetings;

And whereas, the participation of these members is critical to the work of these committees to remove barriers;

And whereas, the Region of Peel Procedure By-law requires members to be present to participate in meetings;

And whereas, the Councils of the City of Mississauga and the Town of Richmond Hill adopted resolutions encouraging the Ontario Government to make the appropriate legislative amendments to the Municipal Act 2001 to make it easier for citizen members of municipal Accessibility Advisory Committees to participate in meetings;

Therefore be it resolved, that the Ontario Government be requested to implement appropriate legislative amendments to the Municipal Act, 2001 and the Accessibility for Ontarians with Disabilities Act, 2005 to permit telephone and video conference participation by appointed members of municipal accessibility advisory committees;

And further, that a copy of this resolution be sent to all Peel-area MPPs, the Cities of Brampton and Mississauga, the Town of Caledon and the Town of Richmond Hill, for information.

7.1. Sylvia Jones, MPP, Dufferin-Caledon, Letter dated July 2015, Regarding Bill 73, the Police Record Checks Reform Act, 2015

Whereas Bill 113 - the Police Record Checks Reform Act, 2015 proposes reforms surrounding police record checks;

And whereas, volunteers play an important role in our communities;

And whereas, many organizations require volunteers to obtain and pay for a criminal record check before they participate in the organization;

And whereas, many individuals volunteer for more than one organization thereby requiring multiple criminal record checks which can become costly;

And whereas, Sylvia Jones, MPP, Dufferin-Caledon, has introduced a private member's bill, Bill 79 - Helping Volunteers Give Back Act, 2015 which would allow volunteers to pay for a criminal record check once per year and access this record to distribute to multiple organizations at no additional cost to the volunteer or organization;

Therefore be it resolved, that Bill 79 - Helping Volunteers Give Back Act, 2015 be endorsed;

And further, that a copy of the subject resolution be provided to the Minister of Community Safety and Correctional Services to support that Bill 79 be incorporated as part of Bill 113.

Regional Chair Dale undertook to send a letter, on behalf of Regional Council, to the Minister of Community Safety and Correctional Services, conveying Regional Council's support for the inclusion of Private Member's Bill 79, The Helping Volunteers Give Back Act, into Bill 113, The Police Records Checks Act, 2015.

Regional Chair Dale was requested by Councillor Parrish to advise the Peel Police Services Board that the community consultation on street checks should be held in a central Mississauga location.

Brian Denney, Chief Executive Officer, Toronto and Region Source Protection Authority, Letter dated September 14, 2015, Regarding Approval of CTC Source Protection Plan and Request for Council Resolution by November 15, 2015 to Nominate the Person to Represent Peel Region on the CTC Source Protection Committee

That Mark Schiller, Executive Director of Water and Wastewater Divisions, Public Works be endorsed as the Region of Peel's candidate in response to the Toronto and Region Source Protection Authority (TRSPA) notification requesting nomination of municipal members to the CTC Region Source Protection Committee;

And further, that the Regional candidate, if appointed, represent the interests of the Region of Peel, the Cities of Mississauga and Brampton, the Town of Caledon and municipal interests generally for the duration of the appointment;

And further, that the Councils of the Cities of Brampton and Mississauga and the Town of Caledon be requested to jointly endorse the candidate and forward their joint endorsements to the TRSPA no later than November 15, 2015;

And further, that a copy of this resolution be forwarded to the Cities of Brampton and Mississauga and the Town of Caledon to request their endorsement of the candidate.

Councillor Ras stated that there is misunderstanding and confusion amongst residents with respect to the Region of Peel's downspout disconnection program and the City of Mississauga's stormwater charge. She requested that the downspout disconnection program be put on hold (pause) pending more community consultation.

Dan Labrecque, Commissioner of Public Works, stated that putting the program on hold (pausing) would increase the Region of Peel's liability and that staff would refine the communication tactics to recognize feedback received by Councillors and better explain the separation of the two programs. He advised that staff would be reporting back to Regional Council in early 2016 with an update on the voluntary downspout disconnection program.

Councillor Fonseca expressed her appreciation to Region of Peel staff for the assistance provided to residents who experienced flooding in Mississauga Ward 3. She noted that the Toronto and Region Conservation Authority hosted workshops on the subject of flooding and suggested that Credit Valley Conservation do the same.

That Dr. Eileen de Villa be appointed as Medical Officer of Health for the Region of Peel effective October 8, 2015, this appointment being subject to the approval of the Minister of Health and Long-Term Care pursuant to section 64 of the Health Protection and Promotion Act, R.S.O. 1990 Chapter H.7;

And further, that the Commissioner of Health Services be authorized to finalize the necessary documents in accordance with normal policy.

That By-law 63-2015 to confirm the proceedings of Regional Council at its meeting held on October 8, 2015, and to authorize the execution of documents in accordance with the Region of Peel by-laws relating thereto, be given the required number of readings, taken as read, signed by the Regional Chair and the Regional Clerk, and the corporate seal be affixed thereto.
