NOTICE OF COMPLETION
MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT
HIGHWAY 50, FROM CASTLEMORE ROAD TO MAYFIELD ROAD; AND
MAYFIELD ROAD, FROM HIGHWAY 50 TO COLERAINE DRIVE

The Study
The Regional Municipality of Peel in concert with York Region has completed a Class Environmental Assessment of Highway 50 from Castlemore Road to Mayfield Road and Mayfield Road from Highway 50 to Coleraine Drive. A network study carried out for Peel and York Regions identified the need for improvements to both roads which are significant arterial roadways in the Region’s overall road network (see map). In order to best address needs and opportunities in the study area, the study examined the need and feasibility of various improvement options to address traffic capacity issues, deficiencies in storm drainage, facilities for pedestrian and cyclist movements and transit system expansion for the year 2031 along Highway 50 and Mayfield Road.

The Process
The study was conducted in compliance with the planning and design process for Schedule ‘C’ projects as outlined in the Municipal Engineers Association, Municipal Class Environmental Assessment (Class EA) document (October 2000, as amended in 2007 and 2011), which is approved under the Ontario Environmental Assessment Act. A key component of the study was consultation with interested stakeholders (public and agencies) at two Public Information Centres (PICs) held on June 3, 2010 and April 27, 2011.

A Notice of Study Commencement inviting initial input was published in November 2009.

Following the April 27, 2011 PIC, the preferred alternative was reviewed in light of comments received and modified as required. The recommended alternative for Highway 50 includes widening about the centre-line to a 6-lane configuration from Castlemore Road to Mayfield Road. The design accommodates a multi-use trail along the west side of Highway 50 and a sidewalk along the east side. The recommended alternative for Mayfield Road includes widening about the centre-line to a 4-lane configuration between Highway 50 and Coleraine Drive. The design accommodates a multi-use trail along the south side of Mayfield Drive and a sidewalk along the north side.

Environmental Study Report
The Environmental Study Report (ESR) has been prepared to document the planning and decision making process undertaken for this study. By this notice, the ESR is being placed on the public record for a 40-day review period (starting July 30, 2012 and ending September 7, 2012) in accordance with the requirements of the Municipal Class EA. The ESR is available for review at the following locations:

Comments
Further information may be obtained from Ms. Solmaz Zia, P.Eng., Project Manager (see below for contact information). If concerns regarding this project cannot be resolved in discussion with the Region of Peel, a person or party may request that the Minister of Environment make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order). Requests for a Part II Order must be received by the Minister, at the address below, by Friday, September 7, 2012. A copy of the request must also be sent to the Peel Region Project Manager. If no request is received by September 7, 2012, the Region of Peel intends to proceed with detailed design and construction as outlined in the ESR.
